This wasn't counterfeiting....this was a poor man's counterfeiting?
altering bills is counterfeiting, and you deny and then verify it?

My understanding so far is that "Counterfeiting" generally refers to the practice of manufaturing notes while "Altering Currency" refers to the practice of changing an amount on an already existing banknote or document. It's the reason we all put that little squiggly line on our checks, to protect against someone adding value to the check. And if I'm not mistaken, depending on where you commit the crime, it's a different penalty.
Either way, this practice is usually not referred to as counterfeiting, but rather "raising notes." Not denying anything. A counterfeiting operation, as previously mentioned, would be an ongoing thing and would not likely take place on a riverside beach.
