Lots of people wore black ties and loafers and you don't know that they were the "same", perhaps similar.

You need to ask the FBI why they closed the case... I can only speculate.

but can you prove it

maybe its just a similar tie and loafers

but i have proof of a connection to him/them

sure, he sounds like a viable suspect but you have a ways to go to put him on the plane.

The pieces you have are supportive but not conclusive..

Where was he the night of NORJAK.. that would eliminate him.

Im confused about all the photos you're posting...  some are of Joe and some are of his brother Dan?   If so, then indicate which are which.  If they are all of Joe, then its interesting how in the one dead ringer photo he looks tan and latin origin... yet in the others, he looks like a white-bread American.... wonder if Cooper wasn't latin at all, but had a tan from being overseas in Laos or wherever.

And the photos of the ring fingers...whats the significance of these photos?
