My $25,000 DB Cooper Bill Initiative expired last night without a hit leading to an undiscovered Cooper twenty. This, along with other data, leads me to conclude that most of, if not all, of DB Cooper's ransom did not re-enter circulation. In other words, it was never spent.
What does this mean?

In other words: EU's offer is not a valid test of whether Cooper money entered or not entered circulation, implying it was never spent. EU's offer has nothing to do with these other issues! EU's offer is not a valid test of anything !
