Instead of rigid checklists, we should perhaps state why the person is considered a suspect, and what problems exist.
For example:
Sheridan Peterson worked at Boeing (thus explaining Cooper's knowledge of the 727, and the tie particles), jumped out of an airplane wearing a suit, just like Cooper, and he was a man of strong conviction who could easily have been driven to such an act based on those convictions.
However, Peterson has a plausible alibi, his physical description isn't a perfect match, and his DNA does not match any of the samples on the tie.
Simple, easy, clear, and empirical.
